Abstract

The collection of papers in this theme issue detail the prospects for the development of an EV industry in Southern California in what has now become a global race by many differnt firms and regions in various parts of the world to take the lead. The papers focus on the shape and form that the industry might assume in Southern California, and on the kinds of policies most likely to foster its growth. Six issues are discussed in the papers that follow: (1) Current developments in EV technologies in the United States and around the world, with special emphasis on questions of industrial and commercial feasibility; (2) Problems and prospects of building an EV manufacturing industry in Southern California, together with a scenario of prospective developments; (3) The structure of the existing small (but vibrant) automotive complex in the Los Angeles region, and the likely economic and employment effects of a turn to EV production in the region; (4) An analysis of the potential impacts of EV manufacturing on environmental quality in Southern California. (5) A review of actual and needed policy interventions (at the federal, state, and local levels) to promote the EV industry; (6) An examination of the potential structure of an EV industrial complex in Southern California.
