Abstract

This article looks at managerial activities at the enterprise level to develop a grounded understanding of the central tasks associated with state-enterprise reform and the managerial strategies for accomplishing those tasks. The authors selected a shipyard to study because of the high visibility of shipbuilding and because the Polish government considered it among the most promising candidates for reform. With large facilities on the Baltic Sea well positioned for trade with European shippers such as Germany and Scandinavia, the Polish government hoped to revitalize its shipyards and make them more competitive. One of Poland's three largest shipyards, the Szczecin shipyard had already begun a process for restructuring that many observers considered a model for state-enterprise reform in postcommunist economies.
