A two-plant, two-region model is used to illustrate that although, a priori, one cannot say which fuel will increase or decrease if the center of demand moves, the fuel mix is a function of the distribution of demand. An empirical analysis of Ontario Hydro showing that a geographical shift in the demand center is a significant factor in the input mix corroborates the theoretical results. 28 references, 4 figures, 2 tables.
