Abstract

Administrative burdens disrupt government service delivery. There are avenues by which persons may unburden themselves, yet little is known about the motivations behind unburdening others. What motivates aid-seekers to engage in citizen-to-citizen co-production to reduce burdens? and what are the explanatory mechanisms? The study employs a two-factorial experiment on a sample of 663 U.S residents. Findings reveal that a shared identity is a plausible motivation for citizen-to-citizen. Deservingness and self-efficacy are potential explanatory mechanisms while the effects of similar welfare profile, and burden intensity are less pronounced. These inform how policymakers can foster collaboration and reduce burdens in programme design.
