Abstract

Among policymakers, political leaders, and the research community, there is a sense that the EU is experiencing an era of unprecedented crises. Despite a wealth of in-depth case studies, we lack a comprehensive overview of EU crises. This gap undermines our understanding of the scale and characteristics of the phenomenon, limits our ability to make informed decisions about case selection, and hampers comparative research beyond a handful of cases. Using extensive coding and triangulating multiple data sources, this study sets out to map the EU’s emphasis on crises over time, and to systematically identify EU crisis cases. We furthermore develop an index to quantify the prevalence of EU crisis cases. The descriptive findings reveal various interesting patterns, most notably that EU institutions have across the board placed substantially greater emphasis on crises since 2008. Contrary to common beliefs, we find evidence that the scope of issues perceived as crises has narrowed recently. Instead, a smaller set of issues is framed more intensively as a crisis.
