Abstract

The unexpected crises create significant disruptions in business operations, prompting many companies to re-evaluate their operational strategies and explore new methods to enhance their resilience. While government support may offer greater flexibility and adaptability, its effectiveness in improving operational resilience during such disruptions remains understudied. This study aims to address this knowledge gap by examining the operational resilience of government-supported organizations before and after disasters in 2018 and 2023. It investigates the impact of government support on operational resilience through R&D inputs during these periods and explores the moderating role of dynamic capabilities. The findings indicate that government support has fostered operational resilience amid crises. In 2018, the positive effect of government support on operational resilience was more pronounced in organizations with higher levels of dynamic capabilities. By 2023, however, dynamic capabilities no longer significantly influenced the relationship between government support and operational resilience. Instead, R&D inputs mediated, strengthening the relationship between government support and enhanced operational resilience. These insights contribute to our understanding of improving operational resilience and provide valuable guidance for organizations seeking to leverage government support to bolster their resilience during disruptive times.
