Institutional capacities for GVC-oriented policies

In this paper we propose a concept of GVC-oriented policy, that includes both policies for GVC participation and value capture, and we discuss the institutional capacities required to design and implement these policy tasks. The framework is then tested with selected illustrative and conceptual theory building evidence from emerging countries. The cases presented confirm the framework proposed. We show that the pursuit of an ideal-type institution with adequate capacities should be replaced by the search for specific capabilities to carry out specific GVCoriented policy tasks. These tasks include the identification of obstacles facing GVCs, the proposal of policy solutions, and the effective execution of these policies. Business-government coordination proves to be an essential feature of all successful experiences studied; the capacities to raise credibility of the institution and commitment by all the participants are equally important.
