Design matters: Independent fiscal institutions and the cyclicality of government spending

Using a panel of 157 countries over the period 2000–2022, we estimate time-varying coefficients of government spending cyclicality and examine whether independent fiscal institutions help reduce this cyclicality. Our findings indicate that the design features of independent fiscal institutions play a crucial role. Institutions with stronger mandates, broader responsibilities, greater independence, adequate resources, and effective communication frameworks are associated with more countercyclical fiscal policy.
