Abstract

This article examines how regional destination managers and stakeholders understand their roles, constraints and opportunities in decarbonisation futures. Drawing on foresight workshops using Futures Wheels, it explores how destination management functions are perceived in relation to low-carbon transitions. The findings show that regional destinations are not considered capable of delivering substantive decarbonisation independently but instead depend on multi-level governance arrangements that align policy, resources and mandates across scales. A clear tension emerges between the perceived importance and feasibility of destination management functions: marketing-related responses are viewed as relatively feasible, while leadership and destination planning are considered most important yet least feasible. These findings highlight a structural misalignment between the historically marketing-led mandate of regional tourism organisations and the leadership and coordination roles required under decarbonisation pressures, advancing understanding of how governance arrangements shape what actions are considered possible in low-carbon transitions.
