Abstract

The logistics sector involves multiple stakeholders whose roles, incentives, and responsibilities shape how sustainability goals are prioritised. Yet empirical evidence on whether these priorities align across supply chain actors remains limited, particularly in Europe. This study investigates differences in sustainability priorities across stakeholder roles and examines the perceived importance and progress of key green logistics drivers using a Europe-wide survey and a multi-method approach combining the Analytic Hierarchy Process and comparative statistical analyses. Results show that priorities are largely aligned across European regions, but significant differences emerge across stakeholder groups. Academics and infrastructure managers emphasise environmental goals, cargo owners and operators prioritise economic and social aspects, and public authorities give greater weight to governance. Technology-based innovations are perceived as more promising drivers than collaborative and other non-technological mechanisms, although their implementation progress remains moderate. These findings support the design of more integrated and coordinated sustainability strategies across Europe’s logistics ecosystem.
