“You Don’t Solve Your Problems by Sacrificing Your Aged”: A Feminist Political Economy Analysis of Ghana’s Domestic Debt Exchange Program

This exploration examines the extent to which equity considerations are addressed in designing Ghana’s domestic debt exchange program. Equity considerations are important because of the heterogeneity among bondholders in terms of their ability to provide debt relief to the government. The interaction between Ghana’s Ministry of Finance and the Pensioner Bondholder Forum (PBF) in 2023 is documented to examine how the power relations between the two were reflected in the terms of the debt exchange. The exploration focuses on pensioners because they are vulnerable to poverty and their capacity to maintain their lives is reduced when shocks erode or dissipate the value of their savings or income from their asset wealth. The interactions between the Ministry of Finance and pensioners illustrate the failure of debt restructuring programs and debt sustainability analysis to adequately prioritize the sustainability of human life.
